Does a 1997 Eclipse Turbo need a catalytic converter?

I bought a 1997 Eclipse Turbo that does not have a catalytic converter. Do I need to install one. I have some white smoke coming from the tail pipes. Is this the reason? Head gasket is fine, no oil leaks. Eventually you'll end up replacing the turbos or either rebuilding them. Don't worry, just enjoy but that's all it is.
